2009 Annual Report
DENR Recognizes the Clay Rural Water System for Compliance
The South Dakota Department of Environment and Natural
Resources (DENR) announced that the Clay Rural Water System
and the system’s certified operators have been awarded a
Drinking Water
Certificate of Achievement Award and a
2009 Excellent
Operation and Maintenance Award.
The drinking water award is for outstanding water system
operations and environmental compliance with state drinking
water standards for the past year for both the Wakonda and
South Union systems. The Operation and Maintenance award is
for outstanding operations and compliance for the wastewater
system at the Wynstone Water Treatment Plant.
The system’s certified operators are Tom Hollingsworth, Phil
Iverson, Mike Schuldt, Evan Peterson and Rob Ganschow.
To qualify for the Drinking Water Certificate of Achievement
Award, public water systems, and their operators, had to
meet all of the following requirements for 2009:
• Compliance monitoring.
• Drinking water standards.
• Distribute a Drinking Water Report.
• Lead/copper action levels.
• Comply with operator certification requirements
The wastewater award is presented to systems that achieve
outstanding operations and compliance with their surface
water discharge permit. Clay RWS discharges filter backwash
and reverse osmosis reject water from the Wynstone water
plant to the Missouri River. The Wynstone plant is the
source of water for the South Union system.

Scholarship Winners Announce
The Clay Rural Water System Board of Directors has
announced three recipients of the water systems annual scholarship program – The Jack and Arlene DeVany
Scholarship Program.
The recipients are Mary
Ellen Manning of Beresford, Jessica Ronning of Alcester
and Emma Lee Getzin of Vermillion.
The scholarship program is
named in honor of the water systems long-time attorney,
Jack DeVany and his wife Arlene, a long-time educator.
This is the 18th year of the program.
Manning is currently
enrolled at South Dakota State University in Brookings
where she is pursuing a degree in early childhood
education. She is the daughter of Pat and Tom Manning of
rural Beresford.
Ronning is currently a
senior at Alcester-Hudson High School and will enroll at
South Dakota State University for the 2010-2011 academic
year where she will pursue a degree in the College of
Agriculture and Biological Sciences. She is the daughter
of Randy and Diane Ronning of rural Alcester.
Getzin is currently a senior
at Vermillion High School and will enroll at the
University of South Dakota for the 2010-2011 academic
year where she will pursue a pre-medical program. She is
the daughter of Richard and Lois Getzin of Vermillion.
